How The Civic Filter Works
1) Apply
Candidate consents to evaluation and discloses children, partners, coworkers, subordinates, and peers from the last 10 years.
2) Testimony
Secure, anonymous requests go to those circles. Responses are encrypted, anonymized, and validated.
3) Review
Local/State/Federal Civic Councils score evidence; The Civic Tribunal confirms authenticity.
Scoring
- The Self (30) — integrity, discipline, emotional balance.
- Close Bonds (30) — trust, fairness, accountability in close relationships.
- Workplace/Community (30) — leadership and respect among peers and subordinates.
- Transparency & Accountability (10) — honesty about failures; demonstrated reform.
Thresholds: Local ≥70, State ≥75, National ≥80, Presidency ≥90 (no unresolved red flags).
Transparency
Candidate scores are published with category breakdowns and context notes. The Filter doesn’t choose; it informs voters.
Safeguards
- Anonymity for respondents; encrypted submissions; whistleblower protection.
- Rotating citizen councils; decentralized review; appeals to new panels.
- Annual public audits and open processes to prevent capture or corruption.
