Preamble

Power without conscience corrupts. Ambition without accountability destroys. Politics, left unchecked, becomes a catalyst for humanity’s worst instincts. The Civic Filter is humanity’s safeguard — a system to ensure that no one governs a nation until they have proven they can govern themselves, their closest bonds, and their community.

Article I — The Four Filters of Leadership

  1. The Self — Discipline, integrity, and emotional balance. If one cannot master themselves, they cannot master power.
  2. Close Bonds — Proven through family, partners, or chosen circles of trust.
  3. Workplace & Community — Tested among peers, subordinates, and collaborators.
  4. The Civic Stage — Only when the first three filters are passed may one enter politics.

Article II — Imperfection & Authenticity

  • Pattern Over Performance — Long-term behavior outweighs sudden displays of reform.
  • Multiple Circles of Validation — Passing requires balance across all domains.
  • Accountability Clause — Past failures do not automatically disqualify; redemption must be vouched for.
  • Anti-Performance Safeguard — Opportunistic rebranding is weighed against history.

Article III — Age Threshold Clause

Minimum eligibility centers around age 30, with exceptions for extraordinary, proven maturity. No maximum; history always matters.

Article IV — Governance of the Filter

  • The People Closest to You — First line of testimony.
  • Local Civic Councils — Rotating citizen panels review records.
  • The Civic Tribunal — Final guardian, ensuring authenticity.
  • Safeguards — Rotation, transparency, decentralization, appeals.

Article V — The Grading System

100 points total: Self (30), Close Bonds (30), Workplace/Community (30), Transparency & Accountability (10). Tiers: 80–100 Eligible; 60–79 Conditional; under 60 Ineligible.

Article VI — The Core Creed

No politics before self-mastery. No governance before compassion at home. No authority before respect in community.

Article VII — Levels of Governance

Applies from city to presidency with rising thresholds (Local ≥70, State ≥75, National ≥80, Presidency ≥90 and zero active red flags).

Article VIII — Enforcement Mechanism

Mandatory compliance; penalties for bypass or falsification; refusal is disqualifying and recorded publicly.

Article IX — International Adaptation

Universal core with cultural customization; recognition compacts among adopting nations.

Article X — Longevity & Self-Preservation

Annual audits by rotating citizens; transparency mandate; amendment via citizen supermajority.

Article XI — Transition Phase

Voluntary adoption → public demand → legal integration. The Filter complements, never replaces, free elections.
